Rebecca Starr, SPHR, SHRM-SCP, is a Human Resources Client Executive with extensive experience in aligning organizational HR strategies, policies, and technologies with overarching business objectives. Currently serving as a Client Executive for HR Consulting at OneDigital, she specializes in providing tactical and strategic guidance to help organizations build efficient, compliant, and high-performing HR functions.

Throughout her career, Rebecca has held leadership roles at Arthur J. Gallagher & Co., where she served as National Managing Director for HR & Organizational Effectiveness, National Practice Leader for HR Consulting, and Vice President of Human Resources. Her background includes managing comprehensive HR project portfolios, including departmental outsourcing, HR audits, payroll and benefit design, and recruitment initiatives.

Earlier in her career, Rebecca served as a consultant for Dale Carnegie Training, focusing on enhancing communication, sales, and leadership effectiveness. She holds a Bachelor of Science in Business and Management from Southern Illinois University, Carbondale, and an MBA from Northeastern Illinois University. Rebecca is a Senior Professional in Human Resources (SPHR) and a SHRM Senior Certified Professional (SHRM-SCP).
